Can't make W.Scott Army Commander?

Greetings,
I'm in the early July turn of the grand campaign game (v1.6). I have 2 or 3 generals around Washington that are 3 star generals. I can move the army HQ unit into a stack with them and I can form an Army. However, when I move the same army HQ to join with Scott, I'm told that I can't form an Army with him....what gives? He is a 4 star general versus the other 3 star generals. He should have plenty of senority. I know he is locked in place permanantly, but does that preclude him from leading an army? I would rather have him command the army from Washington to free up the other 3 stars for Corps command.

Any help appreciated....

Scott never commanded a field army in the American Civil War. He starts the game locked at Washington, basically he is there for 'flavour' to show that he really is the top general in command of Union forces, but doesn't really "do" anything.

That's fine...it would be nice to know before hand that he can't take a field army...

There is a grey lock on his icon that indicates he can't be activated nor moved around.
