'62 Union Generals

I'm playing Union Jul '61 w/ 1.05c. Now early Jan. and have message that new Brig Generals have been appointed and await command in the nation's capital. But they are in Worcester, MD. not Washington. Also, received many two star Generals in the same region, i.e., MD. not Wahington D.C. Is this right?

Do you still control Washington DC? I think most events are written with a primary city and if that is not available a certain region.

I control Washington but there is a lone Confederate cavalry besieging the city. So believe that is the cause
