What does it take for the conscript line regiments to upgrade to regular status?

Either you have a training officer or you get lucky and an event change the conscript to regular. Starting with 1.05 you will also have 10% chance/turn/experience level to train spontaneously into your training type (thus losing 25% of your accrued experience).

He's saying that under the 1.047 build, you can either get lucky and have an event train up your conscripts, have a trianing oficer who will give you a 50% chance of training up to 2 regiments of conscripts per turn or wait until 1.05 when conscripts can train by sacrificing 25% of their experience for an upgrade. The chances for this happening are 10% per star of experience, meaning a regiment with 3 experience points has a 30% chance of training.
