Quick VP question

The manual states that to control a structure you simply need to have been the last to occupy it and you don't have to keep a unit in the structure, yet a few sentences lower it says that a benefit of high loyalty is that you don't have to garrison objectives in order to gain VP's.

1. These seem to contradict? Do I need to garrison or not?
2. What's "high loyalty" > 50%?

same as in BOA, you can hold the structure, but if you don't have at least 51% loyalty or a regular, you don't get a VP from it.
