Why don't leader skills match?

I've noticed that the leader ratings on the main map and on the battle screen rarely match. Can someone explain which set of ratings are the correct ones, and why they wouldn't be the same numbers on both screens?

both are correct, but the battle report has only a reference to the model type of each element, so he is fetching the raw data in the database, without a bonus from experience for example.

Is the leader shown on the battle screen for each side the one whose skills were used in the battle? If yes, are the skill ratings used in the battle the ones from the background database (shown below the leader on the battle screen) or the improved ones shown on the map. If they are the improved ratings shown on the map, why wouldn't those improved ratings be the ones shown below the leader on the battle screen?

The battle screen is simply a display. It uses the raw data from the model file, not the real data from the generals experience. IF you want to see how the data is used in the battle calculations, go into your log directory and open up the battle log. Interesting stuff in there.
