Moving Troops from Other Theaters...

I very much enjoying my purchase and learning the game. Pardon my ignorance if there was an obvious answer but how do you move troops/ships from off-map areas like California, Plattsburgh, Southwest, etc? I may have missed it but I did not see it in the manual and I am curious how you move ships and fleets to the fight if I were so inclined?

Just drag the unit to the desired county, and it will move. Distance is abstracted, but the unit will travel from the boxes to the active territories. Be warned, your opponents will also attack these boxes if given the opportunity, so don't strip all of the defneses.
