Why's This Flashing

In my current campaign, I noticed that support (2) is flashing. What does this mean?

it flashes because you have built 2 units in this category. Visual cue.

It wasn't flashing red, maybe red means that how many you need to build. Thanks Pocus, I got to start paying attention.
