The manual says (p.15) that each dot on a city's base represents three "units." Green means land units; blue means naval. I have some questions about this.
1. If I see a yellow dot, I take it that represents two units? And red represents one?
2. Also, I assume this convention holds for units "pedestals" too? I'm playing the Union, and I was trying to figure out what was wrong with my two-ship stack that was forced out of Norfolk on the second turn of the grand campaign, because it had a yellow dot on its pedestal. That represents purely numbers of "units" present -- not element loss, supply status, poor morale/cohesion, or anything else, right?
3. It would seem to be a bit dangerous to rely on "dots" as an indicator of an enemy unit's power, since any single "unit" can vary dramatically in power. But then again, I'm not entirely sure what qualifies as a "unit" for the purposes of dots. (Yes, I've read the definition of "unit" at p. 18 of the manual, but I don't understand how this relates to dots.) Do supply wagons count? Is a division a "unit"? Is a corps a single "unit"?
