18 elements in a division?

I've just begun a campaign as the Union, but I cannot merge more than 7-8 elements (when I select more units, the merge button seems not to be selectable any more). Am I missing something or in the early stages of the war division containers are less capable?

An element is not a single unit, but the parts of a unit.

Some Inf units are brigades with up to 6 elements in them.

Also don't forget that the Division HQ and a leader count as individual elements. So make sure you leave room for them!
