Question about Order number 2 Event

Playing the 1862 campaign the Union receives Order number 2 event in the first turn "Leaving less than 12 brigades in Washington will cost Union 50 victory points next June" I wonder how are they counted, there is a number of locked units already there, some of them not Bdes but are they added to count for a Brigade? Is there a way to know your are already fulfilling the number of Bdes?

I belive this was asked before and I belive that answer is yes; locked units do count in.
Ofcourse, I am not 100% sure :bonk:

Forrest said something about killing a Yankee for each of his horses that they shot. In the last days of the war, Forrest had killed 30 of the enemy and had 30 horses shot from under him. In a brief but savage conflict, a Yankee soldier "saw glory for himself" with an opportunity to kill the famous Confederate General... Forrest killed the fellow. Making 31 Yankees personally killed, and 30 horses lost...

and is there a way to know I am fulfilling the requirements already? isolated regiments do not add to count as a Bde?
