J Johnson Cmd question

I am trying to figure out the best way to structure J.Johnson's Command. As it appears that it isn't an army, would it be best I form it as an army or should I form it as a Corps and put it in the AOP. Any tips would be greatly appreciated. thanks

Johnston's -4 Command Penalty makes him a very poor army commander, so I'd recommend using him as a corps commander somewhere.
