Complete brown water blockade, is the bluewater blockade needed

Hi everyone, if I control or blockade all the cities directly, is there any need to have ships in the blue water blockade (blockade boxes)?

Yes....smugglers and blockade runners can always reach small havens on the coastline...blockading the high seas increase the chance to catch them
