Weather hits in Cities?

My hero, Gen. George McClellan, is besieged in Louisville by a smaller force of rebs (no doubt he contends that he is greatly outnumbered). The forces in Louisville have been taking hits due to the weather. I was under the impression that sheltered units were imune to weather effects. Are the casulties due to the combination of siege and weather?

no, disloyal cities don't prevent you completely from weather damages, as the population don't cooperate :)

this is mainly an anti exploit rule where the player could hop from a city to another in winter, by assault.
