Can't plot a particular move order

Early June 1861; CSA cam.

I try to move a small force under Magruder down the James peninsula to James City, Va. All units in force are unlocked and the formation has no command penalty. Game will not acknowledge overland or rail move orders, however river movement is allowed. I appear to have sufficient rail points and all regions passed through are 100% controlled. I ran into a similar situation another game where a force from James City could not advance and lay siege to Ft. Monroe. Am I missing something?

Will keep copy of saved game if needed. Thanks everyone.
