Seaborne Supply?

How does it work?

I have two different Union forces that are supposedly being supplied by sea.
One, along the Gulf coast, in an isolated area, is recieving an adequate amount of supply to keep it operational. They have a Supply wagon. It's fleet of Frigates and Transports is still off shore, they have all been there for about 6 turns now.

The second force, Gen Butler is in Hampton Roads. He struck out from Ft Monroe with a small force and one supply wagon. After a seige, he took Hampton Roads but has not been able to receive supplies. Ft Monroe has gone dry also. For a few turns I had no transports in the Shipping lanes, but for the last two turns there's been a large fleet there and my Shipping Capacity is maximal.
I've tried surrounding the waters on all sides with ships and transports, but still they cannot get supplies. He is eating shoe leather now, while the US Navy sits just off shore helpless. :p leure:

Anyway, just wondering how Seaborne Supply works and what we have to do to ensure it is delivered.
What blocks it?

I'm having the same issue; I recaptured Norfolk, but I am not getting much supplies delivered to it, it seems. It's a major port, has a (captured) depot, I got about 12 transports in the shipping (not blockade) box. Only troops there are two divsions of Union troops, 3 wagons (one captured), a couple artillery and Ben Butler. Butler's force has only half supply or so most turns...not starving (yet) but worrisome.

I'm using Norfolk as a naval base to support nearby blockade operations...are the ships parked there from time to time draining supplies?

yes ships use some supply... but you should get some more, is the location a depot? Because otherwise it can be a problem.

Yeah I captured a level one depot when I retook Norfolk.

Will boosting it to level two help maybe?

Sorry I don't have that save and the condition doesn't exist anymore (AoP advanced overland to save Butler).

Looking more closely at the Hampton Roads harbor tooltip, the exit/entry points are the Hampton Roads and James Esuary sea zones. Both of which were dominated by Reb units and guns in Norfolk and Suffolk. I'm sure those guns prevented supply from entering.

*Update* seems Ft Monroe is missing a Harbor. This might be the problem. IIRC it did/does have harbor facilities, remember McClellan started his peninsula campaignfrom Fortress Monroe. All the other Pre-War forts on the map have Harbors.
