No bug...the only runners represented physically in the game are a few 10 units among the most well-known ones, which the CSA receives fro free at regular intervals in Southern Ports (wilmington NC mostly)...
There were hundreds of small crafts that did blockade running, and we did not want to overload the CSA player with this kind of micro-management, so what you have read is a blockade runner event, mostly for the chrome of it (and the few supplies and money it brings)... the frequency of the event is based on Union blockade percentage (the higher, the less you get the event)..
If you want to get extra cash and supplies, then the physical runners you receive and/or build must be send (at their peril) in the Blockade Box...every turn they survive there brings profit to the CSA...
