Emancipation Conditions?

As a brief remark, I find the 1861 July w/KY start (does anyone play without KY these days?) as the Union to be interesting. I have found that the AI puts up a better fight than in the April start - for one thing, PGT is ready and waiting in Manassas at the start. Anyhow, I started an AI game recently, difficult conditions, but a Low Aggression setting. Needless to say, Athena took this as a license to wreak havoc - not 'pointless' raids, exactly, but respectable, in force, very annoying and game changing. At any rate, my NM plummeted and stayed in the mid-60s to high 70s for a long time.

Finally, for the last six months, I have crawled back up. When I hit 80 NM, I checked for the possibility of freeing the slaves. No go, not displayed. Then I slipped back to the high 70s, then was in the mid 80s for a while, and now, on this Early October 1863 Turn, I am at 90 NM.

But no EP available.

So, what exactly are the conditions for the EP? What is needed in September 1862? And if you miss it, what do you have to do to be able to Proclaim Emancipation?

Between September 1, 1862 and March 15, 1863.
NM must be greater than 80

I most definitely had it in early 63. I wanted to save it for later in case the Brits got any ideas about stoping in univited. But it is not longer listed in mine, I looked in June of 63 and its gone. Now in early 64, and its gone.

Yes, I think that is what Our Most Knowledgable One meant, and have decided it is a correct inference. If you haven't declared the EP by March 1863, you missed the boat, which is a trifle odd to my mind, but hey, no game satisfies every gamer in all particulars.
