Organizing Forces

I'm having trouble creating armies, etc. Where do headquarters come from?? Can you create them??

You have to buy them in the reinforcement section of the ledger screen. After you buy it, it has to build and be placed on the map. Then it has to train in order to become operational. Then you have to transport the HQ to the army you need it in. All in all, I'd say that you need a good 3-4 months for the HQ to arrive where you need it from initial purchase order.

Also, remember that there are no corps HQs. You only have to have Division and Army HQs. Once you have an army HQ, any 2 star general can become a corps leader, all you have to do is separate him (Make sure he isn't in a division or another stack), then use the "Create Corps" button in the orders menu to create a corps, then fill his unit up with the troops you want and you're set.

I loaded a 1863 scenario and see that you can purchase Army HQ's in the reinforcement screen. But I don't see Division HQ's for purchase. Where do you get them ??

Same place. The division HQ's should be there unless you've used them all, in which case, they will not be on screen.

I think that in some of the scenarios, Divisions are not available on the first turn.
