IIRC that issue was brought up within a week of the initial release and the answer was No then and ever hence.

Out of curiosity, how much actual railroad building was there during the civil war? I'm pretty sure there are people around here who know the answer to that.

Not to surprisingly, the building of new railroads is in some dispute; as is where the existing railroads actually ran. Some might critique the current map. Others would see it as a perfect rendition of existing railroads. While I 'know' where the rails ran and where newly built, you will find a range of informed opinion. My view is that like leader values, railroad lines and builds is a bit of interpretation on the part of the game designers; which I appreciate.

On the part of the CSA, not very much building, about the equivalent of one region. But this was strategically important building allowing a Deep South transverse free of Union interdiction. However, most of the Southern rail effort went into maintaining existing lines and stock.

On the part of the USA, the new building was pretty much irrelevant to the war effort. While it did bring in new food supplies, it did not impact the war effort. Only the Union building from City Point to the Petersburg lines was really war winning. With the scale of the game map, this is incorporated within existing railroad lines and supply rules.

So how to represent in the game? About as it is. Maybe allow the South to build a new railroad in one region during 1861-62 as long as New Orleans and Richmond are in Southern control.

Just to give credit, where credit is due for history's sake, it was volunteers spearheaded by Gray_Lensman who contributed hundreds of hours creating dozens of changes to the original map (and not just for railroads).

The devs were gracious enought to officially incorporate these changes.

Thought perhaps some newer folks might want to know.... :p apy:

Reading and having questions answered is only the beginning phase in learning this game. One has to play PBEM against good opponents. The best way to learn is to get whupped. I'm into my 4th match and just received a new costly lesson ... .
