available transport assets

In the main interface there is a box listing the available transport assets, besides listing the actual amounts of train engines, river transport etc there are also columns listed 0, 1/3, 2/3 and 3/3, what do these respresent ? i cannot figure it out and the manual doesn't have any info on it.

A tooltip indicates whether you have currently maximun supply capacity , 3/3 in the selected row or only average capacity , 2/3 or worse.

For example , Union in early July 1861 has 50 river supply points which is "average" ( 2/3 ) because you need a minimun of 54 points for full transportation.

1/3 , 2/3 , 3/3 are only relatives numbers , not precise ones.
