Once I had occasion to industrialize a state on the front in order to provide more WS to units fighting right at the front. It worked. Used it for 2-3 turns and then turned it off. So, sometimes industrialization can have tactical uses.

May be dangerous if that State falls in enemy hands. WS would be exploited by your opponent. Be careful! ;)

It provides a source of supply across the big areas, which seems to make mud and blizzard-prone units. It can prevent hunger inadequate supply of units in the town, in the winter and everything, which is far greater than the construction of several units, LED Flashlights you need to supply units in the region cheaper.
