Try to have a look here where you'll find several useful links.

Now regarding your questions :

- Recruit in the area where you need troops : East coast states for the eastern theater of war, between Illinois and Ohio for Mississippi theater of war, western states for your campaigns west of Mississippi.

- Try to recruit unit in order to be able to create coherent divisions when the option will be available : one sharpshooter, around ten infantry, one or two cavalry and artillery for the remaining (other players will give you other "recipe" for division)

- Always try to attack with a 2 to 1 force ratio, more if ennemy is heavily entrenched and may use March to the Sound of Gun. Under 2 to 1 you'll need very specific condition to hope win.

- No better way of defeating an ennemy than cutting his supply.

- You'll need to occupy Manassas by september 1861, this is crucial or you'll lose 10 NM.

- Don't let the South take Washington.

Make sure you read the section in "strategy guide" about defensive vs offensive and how the supremacy of entrenched and defensive gives a huge advantage and how it is good to think like the enemy and get to where the enemy is going first so you can be waiting entrenched for him.

So, you might not always out think him but many times you can.

Also, if you're the Union, be prepared for the CSA AI to run to one of your big Eastern cities, like Pittsburgh or New York even. If he does it, stay clam. Get inside the city first if you can with a small force (NY already has a big garrison), or let him have it if you have do. Then pin him in and starve him to death. You'll come out way ahead. If you're the CSA, the union will probably try a similar run to Richmond or Norfolk, or just points Down South. Don't fight 'em head on, pin 'em.

Try to get your NM to 106 (it's a magic bonus there), and never below 80. If it drops, be patient: the game will give you some back for free.

Watch your supplies and cohesion. Try to put a supply unit or two with each big stack. Don't attack (or defend) with lots of units that have low cohesion. Use G/G setting to recover cohesion if you can (you won't defend if the enemy appears though, unless you're inside a city).

There: that's just a few tips to get you going.

106 is where you start getting bonuses to your production and cohesion. IIRC, your modifier is +5% for 106-115, +10% for 116-125, +15% for 126-135. Below 95, you start having a negative modifier (which is very likely as the union at the beginning of the game.)
Remember - The beatings will continue until morale improves.
