Training Militia and Blockade

I've played most of 1861 with the USA now, and I've noticed that even though McClellan (and now Halleck) have several militia elements in their stacks, they do not always train two up every turn, contrary to how it worked in WIA. Is this WAD? Do they only have a %chance to train their elements every turn?

2nd question concerns blockade. The way the engine works, is it better to have all ships in the blockade boxes in one fleet, or many? Or doesn't it matter? Ditto fleets in the US shipping box -- what arrangement provides the best chance for intercept or escort?

They change conscript infantry into line infantry. So, it goes militia -> conscripts - > line infantry. The militia need to upgrade on their own, which they have a chance of doing every turn.

It doesn't matter with regard to your blockade %, but if you have more stacks you have more chances to find CSA fleets. Just make sure your fleets are strong enough for the fight they may find.

Ah, I see. And so there is no notification when the militia become conscripts, just when they become line inf?

I believe the notification you get when "37th Ohio has been trained" (or whatever it says) is the game telling you that Militia has been trained to Conscript Infantry.

You get the same line when a Conscript Infantry unit becomes a Line Infantry one.

By the way, it could be useful to compare the respective stats...
