An army HQ costs around 150 Money and 20 War Supplies, whereas a division HQ costs 50/10 (you have to take account inflation, especially for the CSA though).
It appears immediatly, but has to be organized (can't move during several turns while cohesion climb) and generally at your Capital (but you can have it in New York from time to time). Then you move it by train to Washington (15 regions moved per turn, it qualify as a strategic move).
A regiment cost on average 10 conscripts, 10 money and 2-3 war supplies (WSU), artillery cost mostly in WSU, etc. So big brigades with heavy equipments can cost 150 money, 50 conscripts and 50 WSU whereas a small brigade with 2 regiments of conscripts will only cost you 20 conscripts , 20 money and 5 WSU.
