Arty is never ready

As you may know, I like to play reb.
Taking end July as a deadline, but starting from the very beginning I noticed that my Beauregard and Johnston armies never get operational. Arty and Jackson elites are always missing 3/4 or 1/2 of manpower at that date.
Altering more railspace wont help. Keeping lots of war suplies unused wont help. I have no clue how to fund them so that they are ready as they should by that date. Replacements of arty and elites wont help either.
The Ai uses all ways of funding and recruting? Why dont you alter that to the historical possebilities in the next patch- please.
Why do I always have to relog if I want to submit a thread? I am logged in this forum, but still I have to logg again, before I can post.

Exept siege batteries all northern ordnance is regarded higher in firepower so it is by typ identical, are they the better gunners? For sure WAD

Southern coastal arty is most of the time undermanned. Wad? Historical it may at least may sense, they will not wait in the casematts for once a while an manowar passing by.

Using print papermoney is to what extent wise. Afaik 4% means nothing,
8% or 12% mean 10% rise from 15% to 24% its 20%, but more must be stupid or suicidal, so historical it was much higher, specially in the south.
