What is light infantry for?

Been wondering what light infantry is good for...
Are they just 'lighter' than other infantry (less hitting power) or do they have some special qualities I should take advantage of...?

Light infantry I believe has a higher police value and slightly less combat value than line infantry. This means they're good for converting regions militarily speaking. I'm still trying to figure out why they're not recruitable.

They are after the patriot act of 2002, erm, I mean the partisan act of 1862, under irregulars. The nice this is,in game, they seem to constitute the only CS Regular Army infantry units.
