I think they are releasing the older game with this engine of theirs as free. The new game featuring Revolution and Austro-Hungarian battles has a price.
Yes, the graphics are below par IMO. It's your usual "throw a huge number of icons in a small space mess".

I think a member of the Dev team has announced on The Wargamer forum that there will be a graphic update by the time of the release.

The devs are Hungarians, their 1848 game was bought by the Hungarian Ministry of Education and released as freeware.
I have respect for these guys, to risk working on a turn based title in a Hungarian market which is usually too small for much more mainstream titles, but they clearly missed the mark with 6 years or so.
1848 is a Panzer General 1 conversion, quite frankly. It has lots of historical flavor in grahpics, but thats its only strongpoint.
The military model is quite simplistic (Panzer General, as I said). It was good for PG, but our War of Independence in 1848 was also a political and diplomatic struggle, not just a military one.
There was a huge internal conflict within the ranks of the rebels: to make peace with the Habsburgs, and return to their rule with serious guarantees, or to declare independence.
The fraction of the latter gained the upper hand, and triggered the intervention of Russia...
You see, politics played a crucial part, yet, its completely missing from the game. The whole thing feels somewhat shallow, as a result.
Therefore, I wouldnt consider their American Revolution game a serious contender for BoA. They are in different leauge.

I'll try to write a first opinion, even though I might also try to sell a review to some media 
In fact, my main concern is that these guys didn't get any kind of art direction and the game pleasure is really empered by the ugliness of the graphics.
