In the RUS manual:
5.7 Out of Command Penalty
If a Force is neither a Corps (within the Attachment Radius of its parent Army) nor an Army, it is considered to be an Independent Force (Units left behind to garrison cities and depots usually fall into this category). An Independent Force by definition is one that exists outside the normal Army/Corp command hierarchy. Being ‘Out of Command’ causes the total number of Command Pointsgenerated by the Leadersin the Force to be halved.
For example, a 2-star Leader in a Corps that is within the Attachment Radius of its parent Army provides eight (8) Command Points. This same Leader, if present in an Independent Force, would provide only four (4) Command Points.

I'm okay for "an Independent Force by definition is one that exists outside the normal Army/Corp command hierarchy",
but the example should be wrong, as an Independent Force within the Attachment Radius of its Army, while not being inside the normal Army/Corp command hierarchy, should be still under the command of its Army (Independent Forces are not so independent, they should be directly under the command of their Army HQ).
So, every Independent Force within the Attachment Radius of an Army should not have their Command Points halved.
