A bit more complicated, the Austrians had very good artillery, SKODA 305s used by Ludendorff to storm Liege were Austrian made.
The problem was the Hungarian nobles did not like increasing the common budget for expanding the army and hence, they were woefully short of AMMO and GUNS at the start of the war.
Another problem was there was a big mismanagement/corruption which resulted in faulty saddles manufactured (later they got German Saddles in 1915) and the resultant was the famous Hungarian Cavalry was out of horses within 2 weeks of the War (sore backs for Horses), this meant no reconnaissance made (as Austria did not have planes) and this was a major reason for the galician disaster.
