Stockholm sea access

The only sea access to Stockholm is a "Shallow" sea province...that means most of the Swedish fleet, being ocean only, is stuck inside the city.

Wil check and fix if needed. How did you discover, you are not supposed to handle the Swedish fleet, are you?
