KOI faction tag

I found a way to add/modify the roster of playable countries. Unfortunately Kingdom of Italy appears to be the only exception to the rule. I tried KOI (kay - oh - ai), K0I (kay - zero - ai), KOl (kay - oh - el), but nothing seems to take. Any advice?

Here's an example of a modified HST header with 7 new nations that load just fine (but KOI does not):

This might be the case if defined as 'passive', but you have to ask for the scenario setup or the help of a scenario designer.
