Development RGD does not always work

I select several areas to develop by regional decision. Next turn, I get a message saying that France is developing the regions I picked.

A few turns later, I get a message that the regional development in a particular named region is complete.

Yet, when I examine the region, the development level has not increased.

This only happens in regions where the development level is over ninety. In the three regions where I have noticed this, the development level stays stuck at 96, or 95, or 91, even when I have tried to raise it more than once.

Is this WAD?

What is the renewal rate of different RGDs?

I am expecting some that had dates on the files, as far as I can read those I was expecting some to appear but did not get them, now it is turn 23 in the GC.

I have seen it happen in Paris, Lille, and Toulon several times. They all were at a development level over ninety when it happened.

I will watch out for it and send you those saves when possible.

I have figured out the problem, after seeing it happen a number of times and finally understanding the pattern.

The RGD will work as intended if the development level in the region is ninety or less. If the development level in ninety one or above, the development level will not increase at all. Apparently it will not work if the success of the RGD would bring the development level above one hundred.

I do not know if loyalty is affected by this issue, as I already had one hundred percent loyalty in all the regions that had a development level over ninety.

I ran into problems trying to get you the save games, as the file was too big. My son knows how to deal with it, but he is out of the area at this time. If you still want the saves, I can get his help when he returns to the area.
