Winning trhe campaign

I couldn't find it, but how exactly does one win?

The player who gets to 250 NM first?

The one with the highest VP total?

Some combination of both?

You can get more information from the tooltips in the objectives screen. basically you must have 3x or 2x more VP than the 2nd country.

Isnt NM victory almost impossible in this game, or does it even exist?
