Low Framerate any way to improve it?

So I bought this game after not having played an AGEOD game in quite a while (Last was AACW) and I started it up only to find that the game seems to run at sub 10 FPS or at least the map scrolling does (it seems that the mouse is running at a higher FPS/has smoother movement).

I would just like to know whether this is a problem with my computer (I am currently using a cheap, low end school laptop) or if it is some problem with the game itself and if there is any way to improve the performance? I am led to doubt that this is a problem with my PC due to the age of the engine and the simplicity of the graphics but I could be wrong.

Specs are:
Intel i5-5200U with integrated graphics
4.00GB RAM
Windows 10 64bit

In options menu of the game, you can change memory options. Try that.

I turned it down to 10% and it seemed to have a negligible effect.

It seems that if I pan the map around a bit the frame rate improves but the game still runs slowly and doesn't respond to clicks reliably.

I wish I could try it on my home PC which is signifigantly more powerful but I am not at home right now.

It does lag - but the map is huge plus the amount of units onboard as well makes it more so. Turn off texture initialisation, memory down to 10% maybe also mess with graphic settings too, like winter map etc. I have a relatively decent PC, and had to turn memory down to 10% and leave off texture initialisation, but mine was crashing. I think with the latest beta April 11th patch it seems to lag less now than it did. I was getting CTDs however, and those settings cured the crashes - not had one since it was advised.
