Double VP for Objectives

I track the VP and other turn data on a spreadsheet and it appears every beginning month some of countries like Spain get double VP for their objectives. The math for that turn doesn't add up as shown on the VP roll forward but the ending VP total only works if you double the objective amount. Again, only on the first turn of each month.

And Spain specifically, any other major? Might it be because of some hidden events.

I'm also playing Russia in a 7 player game and it happens but not exactly equal to the objective amount; slightly less. Spain is exactly equal. It can't be a scripted event for Spain because it happens ever first turn of the month for 20 turns now.
Russia started happening on turn 5 and continues to the present turn 35. But Russia is different than Spain in that the double VP are 4 less than the objective total.
