I am struggling to understand how exactly works system of claiming teritory in a peace offer.
In my example i am in may 1805 - as France i won war against Prussia.
My army is in Berlin, occupying Hamburg, Magdeburg, Bayerurth, Saxony, most of the Brandeburg regions.
War score stand around 80
In peace offer i can claim only four regions - hamburg and few others.
There is no significant difference in loyalty or miliatry control between Hamburg and Magdeburg for example.
Or Bayeruth and som regions around hamburg.
So how exactly is the list of regions one can claim decided?
And how does annexation works?
Annexation is a long process using diplomacy. You can only annex neighboring regions. Orso mentioned that you can bring up diplomacy, switch to Prussia and form a peace treaty using Prussia and offering it to France. I haven't tried that, you might want to. Otherwise, claim neighboring regions, get them. Declare war again, do it again. Others have mentioned that Duchy of Warsaw might be given to you as a peace offering. I haven't tried that either.
If you take Koingsburg and Warsaw, you will get the Treaty of Tilsit Event, which will grant you a lot more than using Diplomacy.

To be able to annex a region, you must own a neighboring region, in which you have 20%+ loyalty--I know this works--, and/or have 20%+ loyalty in the region(s) you wish to annex--I haven't actually been able to test this, but I believe Pocus stated that it would work.
'Switching' to a different faction can be done by simply loading that faction through the load menu, if the faction is playable, or by using the 'changefaction' console command. Besides it basically being cheating, depending on what you are up to, there is a problem that any orders you issue and save while doing this will by the sum total of all orders that factions has for that turn, because when you execute the turn, the game engine sees that the faction already has orders, as if it were being played by a human, and will not try to give it any additional orders until the next turn execution, when it finds no orders for that faction. At that time the engine will ask if the AI should take control of that faction.

Thats ridiculous system
I get idea of limiting unrealistic a historical conquest but thats just make it impossible to shape grander strategy
