National Morale Loss

I notice that I am losing National Morale. When I place the cursor the National Morale counter, I see
Return to netutral vaule: -1

How is this value calcuated?

Great.

You totally dominate a country for 3 months and then accept a peace treaty taking only one objective city. You give up all the NM for the cities you give back plus the 12-24 pts lost to having a high National Morale for holding objective cities and you will be lucky if your national morale is higher than when the war started.

Just say no to peace treaties.
