On page 9 and 10 on the manual you have instructions about how to PBEM.
Currently i think nearly everybody uses dropbox or a similar thing to exchange the orders files instead of actually sending emails to each other. Dropbox makes things much more convenient.
There are no servers. You have to find other players on the forum or elsewhere. Ideally gather a group of seven so all the playable nations are played by a human. Invite all of them to a shared dropbox folder, where everybody will upload and download the needed files each turn.
One of the players (or a different one each turn if you prefer) will host the game (resolve the turns on it's computer). The rest of the players will just make it's nation orders and save them (but not process turn), put them on dropbox and when all have done so, the host picks up all files and process the turn and put the next turn files on dropbox for the rest of players to pick up and gave new orders.
Dedicated gropus can easely make more than one turn a day.
It greately resolves IA shortcomings as the iA will only control minor countries. And diplomacy is much more interesting, as besides ingame diplo, players can email each other offering pacts, coordinating stretegies, betraying each other and the like.
