Diplomacy - "Foreign Access"

In the Diplomacy screen, what does "Foreign Access" give you.

I have searched the manual and and "Foreign Access" is on page 91 in a image showing different Treaties you can request but no where in the text does "Foreign Access" occur in the manual.

I am guessing that "Foreign Access" gives some combination of Passage and Support rights??

When you have a "Foreign Access" treaty with a country, what does allow your country to do?

If you put your cursor over the Treaty Icon in the Treaty Window for a "Foreign Access" treaty, it says "Foreign Access has been given unilaterally by this nation, a combination of passage rights and supply rights"
