austrian peace?

I've held all cities, except for 3 tiny ones, in Austria for about 11 months. Austria has a morale of 0. The only peace treaty I can get out of them gives me 2 pieces of empty land. I find this to be a strange situation. There also is no Austrian army, just a couple of leaders touring. This is 1806. Actually at this stage all of Austria can be held by a few cavalry units and if you get the French score high enough in a city you can reacquisition supplies and horses from them instead of from your country.

come to think of it there were no Austrian partisans.

Mistake, occupation was between 1806 and July 1807 when the last of the Austrian army was eliminated.

I agreed as I have Austrian morale at 3 and they only gain 1 VP per turn. Whereas the France gains lots of VPs for occupation, so I would have expected the AI to try and get a peace agreement. Howver AI only offers a couple of useless regions and wont accept any offer even when the war score is over 400

It appears to me that the game is Hard Coded so that Austria will only offer Peace with undeveloped territory until after the Pressburg Peace Treaty fires in January of 06. If the Pressbury Peace Treaty doesn't fire, or is rejected, the game may stick with that surrender.

I think the game may be trying to barter with you. Make your own offer, see what happens.
