Diplomacy and development question

I'm playing as France. This is post Pressburg. My ally Bavaria was attacked by Austria, I in turn declared war on Austria. I currently have a high war score and would therefore like to propose a peace treaty with Austria.
Question is, if I make peace with Austria, will Austria still be at war with Bavaria? (Bavaria currently have a -30 ws with Austria).

Totally different subject. When it comes to development. Is it better to develop rich region, middle income regions or poor ones ? Is there a consensus on this?

On development if I as say Spain have 2 develop actions every 5 or so weeks I will use one on a medium developed region and the other on a low developed region.

Development in this game is largely 20, 51 or 91. I use the 51's to draft or requisition and that costs development so i try to boost those regions. Also, a building such as a recruitment center produces 10 of whatever good it makes. This is modified by province loyalty and development. Increasing development in those regions has the potential to increase these numbers. If you check your 'regions' tab in the ledger you will see that most buildings are creating 12 of recruits or horses or whatever, this is due to development and loyalty bonuses.

The low regions i develop is for another reason; low development massively slows armies and increases attrition. I find an important route my armies may want to use and increase the development of any '20' regions along that route to smooth my armies flow. As a corollary I leave border regions undeveloped to slow opposing armies.
