Army Reforms

OK So I am now trying the game as somebody other than France. ie Spain. Its Army is really not in good shape. I have some options to choose one of them cost 1000 ep. but I have to wait until 1809. Will I be able to enact the reforms piece meal 50 ep at a time? I currently can enact a artillery reform. If I do these one at a time is the same as waiting for the grand army reform for 1000ep?

Nope, not the same. You have to have 1000 EP on hand to buy the army reform. Any thing you spend puts you that much further away. You can buy every single national modifier in the game, but you still need that 1000 to buy the reform
