RGD questions - money

I'm playing France and I am in Jan 1806 and getting very low on money. All of my other resources have been abundant, especially manpower, but I assume that will go down once I get stretched and the hard fighting commences. I am beginning to wonder if the horse problem might have been fixed too much as I have not had a need to requisition horses yet (maybe it will follow with manpower).

I have been using the export goods RGD and just started using the runner RGD (NM is at 175 and not a problem) and putting off using the requisitions RGD but I will have to start using them now. I have been trying to find opportunities to use the plunder RGD but have been unable. My understanding is that the following conditions must exist: (1) must be a small town (size 3 or smaller?), (2) that town must be under 50% loyalty, (3) must use partisans or cavalry (I can't seem to get partisans and it tells me I don't have enough elements of correct family -- are more than 6 cav elements needed?) (4) military control not needed, just correct units present, (5) the region must not be pillaged and (6) development level must be greater than 25. Are all my assumptions correct? I thought I finally had all the requirements met in Beyreuth, but 6 cav elements weren't enough. Can anyone help on what's needed to plunder? Are there any other devices to garner more money?
