Question on regional decisions

How is the number of possible regional decisions calculated?
When I spend a card, can I spend the same card (if I am willing to pay the individual cost for the card) again and again or is there a limit?

There is a limit, cards are renewed from time to time, you can stockpile a bit but they are definitively in limited quantity, except cards like develop territory that you can re-use as soon as they are finished.
