So it seems to me that the Oldenburg evert and the Westphalia event make the Grand Empire Event impossible to create. Any advice or opinions?

It is possible, difficult but possible. Create the kingdom of Westphalia, for this you have to annex Brunswick, by military and diplomatic, and then the option. Hesse by alliance, create before the kingdom of Holland by option. Oldenburg by option. The fundamental condition is to have a French division in the sites-
