Money from Surrender

I posted this before but I got contradictory answer and as near as I can tell they were just plain wrong. In two different games, Russia surrendered to me {France} offering

“~1243 pounds during 1 year”

As near as I can tell I never got this money but not sure because the surrender condition is very confusing to me. What does “1222 pounds during 1 year” mean?
Here is a specific example.
During the week of “16-21” of July of 1805, Russia offered a surrender of:
1243{Pound symbol} during 1 year.
I accepted and it was enacted during the week of “7-22” of July in 1805.
From accepting this surrender, how much money should I get? When should I get it? What category will it show up in the when you place the cursor on the “Gold” icon in the Upper right corner of the screen?

Changes from Cities Income
Changes from units replacement
Changes from maintenance
Changes from events and strategic decisions

Or will it show up in a different category?

It is now August "8-15" of 1806, over a year later than Russia surrendered. I know there was never a turn I got 1243 pounds. I guess I could have got the money if it was given monthly and hidden with the Changes from Cities Income. But that seems unlikley.

To me, the whole diplomacy is a way to activate scripted events. With the exception of declaring war nothing else does anything except for scripted actions. Is that why I did not get the money because the Peace with Russia was not a "Scripted" event?

Actually, it's not about scripted events at all. It's entirely separate. I know this because I'm modding events, etc., so I can tell you that the diplomacy engine is it's own animal.

There's issues within it that AGEOD is attempting to fix. Tons of cassus belli leading to declarations of war. For example, scripted events for Pressburg and Tilsit followed by a DOW from both Austria and Prussia within 6-7 turns of signing the peace. Events call for peace. Diplomacy engine says otherwise.

I just ran across a situation where Russia offered peace to France, paying some large amount over a year and within 3 months, Russia had declared war again on France. There's nothing I can do from a scripting perspective to fix this as it's entirely within the engine.

There's a script command to look for various diplomatic effects, which I may have to do in order to work around diplomacy. I'm trying to avoid this in the hopes these issues get fixed within the engine.
