Foreign Access and Supply

I need a clarification on what is actually happening with supply access.

Here's the scenario

1) Multi-Player PBEM
2) Russia is at war with Prussia
3) France is moving through Prussia with foreign access to Warsaw to support Prussia using Foreign Access
4) Supply isn't flowing either through Prussia or from Prussia to 2 French Corp and Nappy. Their supply is dropping at an alarming rate. About 3 turns into moving through Prussia and they are already almost out of supply.

What is supposed to happen here? From France -> Hannover -> through Frankfurt is fine with supply depots/etc. Frankfurt to Posen needs a little help but the build supply depot RGD doesn't seem to working yet in Prussian territory.

Can't you build french depots in Prussia with Foreign Access ? does it work only with membership of the alliance ? The way I do it myself (in SP though) is really to spam depots as the french all over the map : make sure you have depots every 2 provinces throughout your german allies to connect Hannover with France proper for example. basicallay even when not at war, you should spam depots wherever you can in countries that allow it. Passage Should in this game allow the building of depots.

all this is but an lesser evil thoug, ideally foreign access should mean that french supplies use prussian depots to travel so if your prussian player has enough built, your supply should travel through
