Gouverneur

When the you start the Grand Campain as French, there are a lot of Generals that are locked in cites and have "Gouverneur de ..." After some time passes, these General become availabe to move. If you remove a general from the city it is governing, do you need to appoint a new Governer. If so, how do you do it?

No you do not. Apart from the Good city admin trait they have 0 effect on the citys.
Its just to show that they at that time were bound with administrative duties. Kinda the same as with the French General Diplomat in Copenhagen for example

I assumed that. But you know what happens when you assume, espeically in a game as complex as this one. :)
