Moore Army Reforms Script again

Hello,

I enact the reform in 1808/01/01 and currently the date is 1809/01/01. Moore a time blocked in London has disappear (like the script says) nearly 1808/06 but nothing happens: always 10 division max and brigades only (no "ready division stack" in my pool). Do I have to wait or something goes wrong ?
