military reforms

does France get any military reforms for 1806? I don't have any listed. I also think that players should be able to pick their military reforms.

No reforms for France, she's got everything already (the others need reforms to catch up with the French). The only additions are Moyenne and Jeune Garde, which allow expansion of Guard (but it required steep losses in the Old guard to activate)
